Reclamation District 1608’s mission is flood protection for Lincoln Village West, providing for the protection of life and property by maintaining the levees in a safe, efficient, and responsible manner.

Reclamation District 1608 is an independent reclamation district which, in general, covers the area of Lincoln Village West in the northwest portion of Stockton, California. Reclamation District 1608 maintains the levees along Fourteen Mile and Five Mile Sloughs and various drainage facilities to maintain flood control in Lincoln Village West. The District is governed by a three-member Board of Directors comprised of property owners from within the District. Other than a fractional share of the pre-Proposition 13 property tax, the District receives no funds from the State, Federal, or City governments.

What We Do

  • The District maintains a stockpile of sandbags and rock to initiate a flood fight. Should the need be greater than the available resources, the District will call upon local contractors and agencies who are ready to respond 24 hours a day, seven days a week to an emergency with major equipment, flood fight materials and labor as necessary.
  • The District employs a Levee Superintendent to conduct day to day operations.
  • The District’s Engineer conducts an annual inspection of the levees and notifies landowners of non-compliant encroachments on the District’s levees.
  • The District carries out its responsibilities in a safe, professional and accountable manner that adheres to the principles of good governance and transparency being sensitive to community interests and the environment.
  • The District continuously identifies and implements operational, maintenance, structural, and non-structural improvements that reduce flood risks.
  • The District cooperates with private entities and public agencies including:
    • City of Stockton
    • County of San Joaquin
    • San Joaquin Area Flood Control Agency
    • United States Army Corps of Engineers
    • Central Valley Flood Protection Board
  • The District educates the public about the risks of flooding, their joint partnership, and the District’s efforts to minimize those risks.
